California Reserve Decision Disappoints Grid Manager
LCG, Feb. 2, 2004--California utilities will be able to raise the level of power they hold in reserve over the next four years, based on a decision by the California Public Utility Commission. The decision to require a reserve of 15 to 17 percent in 2008 rather than 2006 was seen by the five commissioners as a way of avoiding the additional costs to consumers of those reserves by setting a deadline that is potentially earlier than when they may be needed for reliability. It was a disappointment to the California Independent System Operator (ISO), and to power generators who could provide the reserve.According to Jan Smutny-Jones, who heads the Independent Energy Producers Association, "The Commission today basically sowed the seeds for the next energy crisis." A spokeswoman for the ISO, Stephanie McCorkle, told the Sacramento Bee that the plan "is not the type of energy insurance policy that we think California needs." Michael Peevey, the PUC President, asserted that an emergency situation is "quite unlikely, and, if we do our job, it's not going to happen."
