Midwest ISO Projects Savings with New Market Design

LCG, July 1, 2004--The Midwest Independent Transmission System Operator, Inc. (Midwest ISO) announced that it has completed an analysis of the projected cost savings that will result from the implementation of a new market design and congestion management system. Ron McNamara, Vice President of Regulatory Affairs and Chief Economist for the Midwest ISO, stated, "Our analysis projects that the introduction of centralized security-constrained economic dispatch using Locational Marginal Pricing will result in annual gross production cost savings of approximately $255 million throughout the Midwest ISO region.

Furthermore, the implementation of regional dispatch will allow for more efficient use of the existing transmission and generation assets, which should not only lower spot energy prices, but also put downward pressure on prices in bilateral contracts, resulting in a potential annual gross savings of approximately $713 million to energy consumers." The announcement follows recent testimony submitted by Mr. McNamara to the Federal Energy Regulatory Commission (FERC).

The Midwest ISO is scheduled to introduce the new market design and congestion management system on December 1, 2004 and to run systems in parallel operations for testing by market participants. The new market design is targeted to officially commence operations on March 1, 2005. The new market design follows the direction set by the FERC in its Order 2000 and the FERC's subsequent issuance of the Wholesale Power Market Platform in April 2003. The market design is similar to that already in use by PJM, ISO New England, and the New York ISO, and planned for implementation by the Electric Reliability Council of Texas (ERCOT) in late 2006 and by the California ISO in early 2007.
