FERC and CFTC Find No Evidence of Gas Market Manipulation
LCG, August 30, 2004--The Federal Energy Regulatory Commission (FERC) and the Commodity Futures Trading Commission (CFTC) completed their coordinated investigations into the natural gas price increases in late 2003 and discovered no evidence that any entity or individual engaged in actions or transactions intended to manipulate natural gas prices during this period. In 2003, natural gas futures shot up by nearly 50 percent on the New York Mercantile Exchange between Thanksgiving and mid-December. The investigations reviewed and analyzed a variety of market drivers (such as weather), physical and financial trading data, and audio recordings produced by companies and individuals active in natural gas markets. The CFTC concluded that "the increase in natural gas prices during that time was the result of distinct factors, including market reaction to colder than expected weather in the northeast United States during the first week in December 2003, and market statements and projections regarding the inventory of natural gas in underground storage caverns made in late November/early December 2003."To improve transparency in natural gas markets, one of the FERC's strategies is timely access to accurate information regarding gas storage inventories. A technical conference to explore new approaches and rules for posting storage information has been scheduled by the FERC for September 28, 2004.
