Minnesota Approves Xcel Transmission Upgrade for Wind Power

LCG, September 17, 2004--The Minnesota Environmental Quality Board approved a proposed transmission upgrade that will allow additional wind generation from the Buffalo Ridge area in southwestern Minnesota to be delivered to load centers. The new transmission line will be a 26-mile, 161-kV line that will parallel I-90 most of the route, connecting substations near Lakefield and Sherburn.

Currently there is about 300 MW of wind-driven, generating capacity at Buffalo Ridge. The project is one of four transmission additions planned by Xcel that will enable up to 825 MW of wind generation from the Buffalo Ridge area to be delivered to the Twin Cities and other load centers in the upper Midwest. The total cost for the planned transmission improvements is estimated to be $160 million.

Some local residents have expressed concerns about exposure to electromagnetic fields (EMFs). The recent response of the California Public Utilities Commission to similar EMF concerns related to a transmission project on the San Francisco Peninsula was a number of special requirements, including lowering the depth of the proposed underground lines to 11 feet in all residential areas and by schools, daycare centers, senior centers, parks, and similar public places.
