Northeast Reliability Interconnect Project Gains Momentum

LCG, November 09, 2004--Bangor Hydro-Electric Company (BHE) filed a petition last Friday with the Maine Public Utilities Commission (PUC) for a Certificate of Public Convenience and Necessity (CPCN) for the Northeast Reliability Interconnect (NRI). The proposed 345 kV transmission line will connect Maine to New Brunswick, with the goal is to improve both grid reliability and access to markets for generators. The new line will be capable of delivering approximately 300 MW of power into Maine, while about 400 MW may be exported from Maine. Currently, there is a single, 345 kV transmission line linking Maine and New Brunswick.

The preferred route selected by BHE in September is the Consolidated Corridors Route. This route falls within existing road and utility corridors for 96 percent of its 85-mile length, thereby minimizing right-of-way issues and impacting the least number of land owners. The project has a statutory, six-month regulatory review period at the Maine PUC.

ISO New England reviewed the proposed Northeast Reliability Interconnect Project in August and determined that the line will improve reliability in New England and that the costs - estimated to be approximately $90 million - should be spread across New England's customer base, rather than borne solely by customers in Maine. In addition to BHE's efforts to receive state regulatory approval, New Brunswick Power will need to receive permits for its portion of the project in Canada. The goal is for the new line to commence operations by the end of 2006.
