PPM Energy Adds Wind Farms in Kansas and Oregon

LCG, December 14, 2004--PPM Energy, a U.S. subsidiary of ScottishPower, announced that it has executed two, long-term sales contracts for electric generation from wind farms that have a combined capacity of 225 MW. An important element to the success of both projects was the recent extension to the federal production tax credit for wind projects.

Generation from the 150-MW Elk River Wind Farm, located in Butler County, Kansas, will be sold under a 20-year agreement to The Empire District Electric Company, which provides electric service to customers in southwest Missouri, southeast Kansas, northeast Oklahoma, and northwest Arkansas. The project is expected to commence operations in December 2005. The Empire District Electric Company has also announced plans to begin receiving power from two other new wind farms in 2005.

Late last week, Portland General Electric (PGE) announced that it had signed a 30-year agreement to purchase all of the generation from PPM Energy's Klondike II Expansion. The wind project, located near Wasco, Oregon, has a 75-MW capacity and is expected to commence operations in December 2005.
