Government of Canada Bolsters Wind Development

LCG, February 25, 2005--The Government of Canada announced in yesterday's federal budget that it will increase the federal Wind Power Production Incentive (WPPI) from 1,000 MW to a new target of 4,000 MW.

With the WPPI program, wind generators receive a payment of 1 cent per kWh for power produced over a ten-year period. In the 2001 federal budget, funds were provided tosupport the development of 1,000 MW of wind energy through 2007; however, it is expected that these funds will be consumed in 2005.

The installed wind generating capacity at the end of 2004 in Canada was nearly 450 MW, with another 2.000 MW either selected under Provincial Government proposals or already under construction.

Canada is in need of new supplies of electricity, especially given efforts to shutdown coal plants to reduce pollutants and greenhouse gases. Last year, the Ontario Energy Minister made commitments to close 7,600 MW of coal-fired power plants prior to 2008, with the first planned station shutdown of the 1,150 MW Lakeview Station in April of 2005.
