Progress Energy Announces Plans to Develop New Nuclear Plant

LCG, August 30, 2005--Progress Energy yesterday notified the U.S. Nuclear Regulatory Commission (NRC) that it is developing plans that may result in its submittal of a combined construction and operating license (COL) for a new nuclear power plant. Progress Energy also notified the NRC that it expects to select a potential site and reactor vendor by the end of 2005.

The application for the combined COL may be filed in early 2008, according to Progress. Given timely approval by the NRC, construction could commence in 2010, with commercial operation in about 2015.

Progress Energy is a participant in NuStart Energy, a consortium founded in 2004 to support the development of new nuclear power stations. Other participants include Exelon, Entergy, Southern Company, Constellation, Duke Energy, the Tennessee Valley Authority, Florida Power & Light, EDF International, and the two reactor vendors, GE and Westinghouse Electric.

In May 2005, NuStart identified six finalist candidate sites: Bellefonte Nuclear Plant, Alabama, owned by the Tennessee Valley Authority (TVA); Grand Gulf Nuclear Station, Mississippi, owned by Entergy Nuclear; River Bend Nuclear Station, Louisiana, owned by Entergy Nuclear; Savannah River Site, South Carolina, a Department of Energy facility; Calvert Cliffs Nuclear Power Plant, Maryland, owned by Constellation Energy; and Nine Mile Point Nuclear Station, New York, owned by Constellation Energy.

In addition to the six NuStart sites, other proposals to develop new nuclear power plants were announced earlier this month. Southern Nuclear Operating Company announced on August 22 that it has selected its Vogtle Nuclear Station in Georgia for consideration as a site for new nuclear units. Southern Nuclear also notified the NRC of the selection and that it plans to file either an application for an Early Site Permit (ESP) at Vogtle or combined COL in the summer of 2006.

SCANA, the parent company of South Carolina Electric and Gas Co., and Santee Cooper announced on August 24 that they are considering extending an existing nuclear generation joint ownership agreement so that they can study construction of a new nuclear generation facility. The two companies currently co-own the V.C. Summer Nuclear Station near Jenkinsville, South Carolina.
