Cinergy Announces New IGCC Project in Indiana
LCG, September 21, 2005--Cinergy/PSI announced yesterday that it will start the preliminary engineering and design of a commercial, integrated gasification combined cycle (IGCC) generating station in partnership with Vectren Corporation. The companies stated that they plan to negotiate a contract with General Electric Company and Bechtel Corporation for the preliminary engineering study. The additional electric generating capacity is planned to meet long-term load growth in Indiana. The companies have already conducted extensive preliminary analyses for the project. The nominal electric generating capacity for the plant is 600 MW, and the estimated cost is $900 million. The new, detailed engineering and design studies will refine the design and related cost estimates. Cinergy and Vectren stated that there are several sites under consideration sites in Indiana. The targeted site is PSI's 160-MW Edwardsport coal-fired generating station near Vincennes.Another IGCC project planned in Indiana is the Crossroads Power Plant, which is proposed by Tondu Corp. The 550-MW, coal-fired generating station would be constructed in St. Joseph County, Indiana. Both of the IGCC projects are supported by Indiana Governor Mitch Daniels, who last spring signed into law the Clean Indiana Energy Act. The legislation is designed to encourage the development of new clean coal power plants using IGCC technology and consuming Indiana coal.Last October, GE Energy and Bechtel announced their intent to establish an alliance to develop a standard commercial offering for optimized IGCC projects in North America. GE Energy has also purchased the ChevronTexaco gasification technology business, whose technology has been applied to a number of IGCC power plants. GE Energy has worked with Bechtel on a number of IGCC projects, including Tampa Electric Company's 250-megawatt Polk Power Station in Florida, which began operation in 1996.Last May, GE Energy and Bechtel signed an agreement with American Electric Power Co. (AEP) to estimate the cost and equipment needs for building a new, 600-MW IGCC plant. AEP has identified sites in Ohio, West Virginia and Kentucky.
