Calpine Receives Local Support for Proposed Bay Area Power Plant

LCG, October 13, 2005--Calpine Corporation's (Calpine) proposal to trade land with the City of Hayward for a site to develop a new, gas-fired power plant was approved unanimously by the City Council in a vote Tuesday night.

The 600-MW project, known as the Russell City Energy Center, was proposed back in 2001, but California's energy crisis and Calpine's subsequent financial challenges put the project on hold. Now the energy outlook has changed, and California's thirst for electricity is growing. With the approval from the City Council, Calpine may trade 12 acres next to the city wastewater treatment plant for a 10-acres located nearby. The project, which would use water from the city's wastewater treatment plant for cooling, could be under construction by the summer 2007.

Calpine must obtain financing and amend and seek approval of its 2002-approved license from the California Energy Commission (CEC).

Winning local support for new power projects is an ever-growing challenge across the country, and Calpine's efforts included a planned $10 million contribution for a city library.
