FERC Approves Five Eastern LNG Projects

LCG, June 16, 2006--The Federal Energy Regulatory Commission (FERC) yesterday approved applications to develop five liquefied natural gas (LNG) import terminal facilities located on the Gulf Coast and Atlantic seaboard. If constructed, the projects combined would increase LNG-import vaporization capacity initially by up to 8.2 Bcf/day, with an ultimate plan of up to 9.7 Bcf/day.

The new LNG import terminals approved are the Creole Trail LNG & Creole Trail Pipeline, the Port Arthur LNG and Port Arthur Pipeline, and the Crown Landing LNG Project. Cheniere?s new Creole Trail LNG import terminal, located in Cameron Parish, Louisiana, is to include four LNG storage tanks with a design storage capacity of approximately 13 Bcf and an average deliverability of 3.3 Bcf/day. Cheniere?s new Creole Trail pipeline system will be a dual, 42-inch diameter pipeline extending from the LNG terminal to interconnections with multiple pipelines that provide access to markets throughout the Midwest and Northeast.

Sempra?s new Port Arthur LNG terminal will be located near Port Arthur, Texas and will include six LNG storage tanks. Sempra plans to build the facility in two phases. The completed project design is to provide an average deliverability of 3 Bcf/day to existing interstate pipeline systems, which have access to markets in the Midwest and Northeast. In addition, new pipelines would extend from the LNG terminal to interconnections with Transcontinental Gas Pipeline Company in Louisiana and NGPL in Texas.

The Crown Landing LNG project site, which is developed by a wholly owned subsidiary of BP America Production Company, is located in New Jersey. The facility design includes a storage capacity of 9.2 Bcf, with a deliverability of 1.2 Bcf/day. The overall plan includes a new pipeline that would connect the terminal to nearby markets. The pipeline would be constructed by Texas Eastern Transmission Company.

The FERC also authorized expansions at two previously authorized LNG facilities. The proposed Sabine LNG project, located in Cameron Parish, Louisiana, was previously authorized in December 2004. Yesterday FERC approved Phase II of the project, which adds three storage tanks and related facilities that would increase the average deliverability from 2.6 Bcf/day to 4 Bcf/day.

The FERC authorized the expansion of the Dominion Cove Point LNG import terminal and related facilities near Lusby, Maryland. The existing LNG terminal has a storage capacity of 7.8 Bcf and a peak deliverability of 1 Bcf/day. The expansion includes the addition of two storage tanks that will increase storage capacity by approximately 6.8 Bcf and deliverability by 0.8 Bcf/day. The FERC also authorized the construction of related pipeline facilities to increase access to markets.
