FPL Announces Plans for New Coal Plant in Florida
LCG, September 13, 2006--Florida Power and Light (FPL) announced yesterday its plans to construct the Glades Power Park, a coal-fired electric generating facility to be sited in Glade County, Florida. The proposed plant would consist of two units, each with a capacity of 980-MW. To achieve an efficient system with low emissions, FPL proposes to use an ultra-supercritical design, together with advanced emission controls. The schedule calls for a five-year construction period, with Unit 1 operational in 2012 and Unit 2 in 2013.
FPL must clear a number of hurdles with the project. According to FPL, it will file a site certification application with the Florida Department of Environmental Protection by the end of 2006. The process will include a review by the Florida Public Service Commission, the Florida Department of Environmental Protection, the South Florida Water Management District, and a number of local, regional and state agencies. In addition, federal agencies such as the Environmental Protection Agency, U.S. Army Corps of Engineers, and U.S. Fish and Wildlife Service will review the project.
The project is currently building momentum. On August 29, the Florida Public Service Commission demonstrated its desire to enhance fuel diversity by supporting the development of new coal-fired generating facilities in Florida and by granting FPL a conditional exemption from certain administrative rules governing new power plant development. Furthermore, Glade County commissioners unanimously approved FPL's plans yesterday.
This forward progress is in contrast to FPL's previous plans to build a coal plant in St. Lucie County, where the County Commission unanimously voted last November to block the development of a new, 1,700-MW coal plant by FPL. The opposition from local officials and citizens was largely tied to perceived environmental impacts associated with burning coal, rather than the construction and operation of a new power plant.
