NRC Approves Early Site Permit for New Reactor at Clinton

LCG, March 9, 2007--The Nuclear Regulatory Commission (NRC) yesterday approved an Early Site Permit (ESP) for Exelon Generation Company, LLC at the Clinton Power Station near Clinton, Illinois. The NRC staff is expected to issue the permit within ten days. At this time, Exelon has not decided to proceed further to pursue all regulatory approvals and to develop and construct another reactor at the site.

The ESP does not authorize the construction of a new nuclear reactor; however, the ESP does address and provide approval for a number of specific environmental, site suitability
and emergency planning issues with regard to building and operating a new nuclear facility adjacent to the existing reactor. With the ESP, Exelon has twenty years in which to seek a combined operating license to build and operate a new reactor.

According to the NRC, the ESP is transferable if Exelon decided to sell the existing Clinton nuclear reactor, which has a generating capacity of 1.017 MW and commenced operations in 1987.

Exelon's application for an ESP was received by the NRC on September 25, 2003. The Clinton site is the first site approved by the NRC in over thirty years. Other active ESP sites, applicants and date application received by the NRC include: Grand Gulf, System Energy Resources Inc., October 21, 2003; North Anna, Dominion Nuclear North Anna, LLC, September 25, 2003; Vogtle, Southern Nuclear Operating Company, August 15, 2006.
