Dominion Power Increases Commitment to Nuclear Plant Expansion

LCG, May 3, 2007--Dominion announced Tuesday that it has executed a contract with GE Energy for the steel reactor container and turbine frame that incorporate GE's economic simplified boiling water reactor (ESBWR) design to be used at a proposed expansion at the North Anna Power Station in Virginia.

The ESBWR is a 1,500-MW nuclear reactor design that incorporates passive safety features that rely upon natural forces, such as gravity, in order to reduce reliance on active, mechanical systems, like pumps and valves.

Dominion submitted an application for an early site permit (ESP) in 2003 and anticipates a decision from the Nuclear Regulatory Commission (NRC) by the end of this year. The ESP does not authorize the construction of a new nuclear reactor; however, the ESP does address and provide approval for a number of specific environmental, site suitability and emergency planning issues with regard to building and operating a new nuclear facility adjacent to the two, existing 910-MW Westinghouse reactors.

With the ESP, Dominion has twenty years in which to seek a combined operating license (COL) to build and operate a new reactor. If the early site permit is approved, Dominion has stated that it will apply for a COL for Unit 3. Dominion has further stated that it has not decided on whether or not to proceed with constructing a third unit.

In March of this year, the NRC approved an ESP for Exelon Generation Company, LLC at the Clinton Power Station near Clinton, Illinois.

GE Energy submitted its Design Certification application to the NRC for its ESBWR in 2005. According to GE Energy, the ESBWR is currently in the U.S. Design certification process, and a full Safety Evaluation Report (SER) is expected by late 2007, which would be in time for COL submissions that would support the commercial operation of new ESBWRs by 2014 or 2015.
