IPA Drops Plans for New Coal Unit in Utah
LCG, July 10, 2009--The Intermountain Power Agency (IPA) announced Wednesday it that it will discontinue plans to build a third, 900-MW coal-fired unit at the Intermountain Power Project in central Utah.
Environmentalists had opposed the project for a variety of reasons. The Sierra Club stated that the plant permit should not have been issued because air emissions would reduce visibility of national parks and better emission control technologies are available. The Sierra Club's appeal of air permit has been on hold for over a year.
Support from those planning to receive the power output from the new unit has also declined. The city-owned, Los Angeles Department of Water and Power (LADWP) purchases a large portion of the power generated from the existing two units, and the power purchase agreement (PPA) extends through 2026. However, last week Los Angeles Mayor Villaraigosa announced that Los Angeles would stop purchasing electricity from coal-fired power plants by 2020.
In the summer of 2004, Los Angeles Mayor Hahn directed LADWP to withdraw from the expansion of the coal-fired, Intermountain Power Plant in Utah and to pursue cleaner energy sources.
IPA will now allow the air-quality permit for a coal-fired Unit 3 expire. A spokesperson for IPA stated, "The understanding within IPA is that if there were ever an attempt to start another third coal-fired power unit at that location, they would have to start over."
