Biomass Fuel Supply Agreement Completed for 100-MW Project in Florida
LCG, January 19, 2011-A biomass fuel supply agreement was finalized for the Gainesville Renewable Energy Center (GREC), a 100-MW power project planned for North Florida under development by American Renewables. Under the agreement, Rayonier, an international forest products company based in Florida, will supply logging residues, forest thinnings and other woody waste materials to the project.
Gainesville Regional Utilities will receive the power generated from the project under a 30-year, power purchase agreement (PPA). The project is scheduled to commence operations in late 2013.
The GREC project is planned for a site adjacent to an existing coal-fired power plant located approximately eight miles northwest of downtown Gainesville. The GREC design incorporates a bubbling fluidized bed (BFB) boiler.
A number of other biomass power projects across the Nation have stalled due to rules issued by the Environmental Protection Agency (EPA) last year. First, the EPA called into question whether or not power plants burning biomass are carbon neutral, placing new risk on biomass power plants for carbon emissions. Second, the EPA's proposed Industrial Boiler MACT rule created additional problems for biomass power producers last year by setting emission limits that will be difficult if not impossible to achieve with existing technology. In response to a wave of opposition to the Industrial Boiler MACT rule, the EPA requested last December additional time to develop the rule from the Federal Court, and a ruling on the extension is expected by the end of this week.
