NRC Approves COLs for Two Nuclear Units in South Carolina
LCG, April 3, 2012--South Carolina Electric & Gas Company (SCE&G), principal subsidiary of SCANA Corporation and Santee Cooper, South Carolina's state-owned electric and water utility, received approval for combined construction and operating licenses (COLs) from the Nuclear Regulatory Commission (NRC) for two new, AP1000 nuclear units at V. C. Summer Station in Jenkinsville, S.C.
In a 4-1 vote the NRC found the NRC staff's review adequate to make the necessary regulatory safety and environmental findings, clearing the way for the NRC?s Office of New Reactors (NRO) to issue the COLs. Santee Cooper and SCE&G submitted the application for the COLs in March 2008.
In February of this year, the NRC approved in a 4-1 vote the COLs for Southern Nuclear Operating Company's (SNC) application for two COLs at the Vogtle site in Georgia, where an existing nuclear power station exists. SNC also plans to construct two, AP1000 nuclear reactors.
SCE&G and Santee Cooper jointly own the existing 966-MW V.C. Summer plant, and SCE&G is the plant operator. A similar arrangement will apply to the two new, 1,117-MW units, with SCE&G accounting for approximately 55 percent of the cost and output and Santee Cooper accounting for the remainder. SCANA's chairman and CEO stated, "Receiving approval of our licenses to construct and operate units 2 and 3 at V.C. Summer is a significant event for our company and marks the culmination of an intense review by the NRC. We look forward to building these two new nuclear units to enhance our ability to meet the energy needs of our customers."
"These new nuclear units are a critical component of Santee Cooper's long-term plan to diversify our generation mix. Access to reliable and low-cost electricity will be key to job creation and economic development opportunities as we continue rebuilding our state's economy and position South Carolina for the future," stated the president and CEO of Santee Cooper.
Extensive site preparation work is already complete. The units had been scheduled for operation in 2016 and 2019, but the pace at which the COLs were received now calls for a delay, with the new units anticipated to be completed in 2017 and 2018.
In May 2008, Santee Cooper and SCE&G announced a contractual agreement with Westinghouse Electric Company, LLC, and Stone & Webster, a subsidiary of The Shaw Group Inc., for the design and construction of the two units. On December 30, 2011, the NRC certified Westinghouse?s amended AP1000 design, which includes passive safety features to cool the reactor in the event of an accident.
