Mega Project Announced to Deliver Wind Power from Wyoming to Southern California

LCG, September 25, 2014-An $8 billion project was announced earlier this week as a solution to satisfy the future electricity needs of the Southern California Public Power Authority (SCPPA). The mammoth project includes a 2,100-MW wind farm in Wyoming, from which power generated would be delivered to California via a new electric transmission system, with a compressed air energy storage (CAES) facility installed in Utah to compensate for the intermittent nature of wind power. The entire project could be operational by 2023.

The members of SCPPA are: City of Anaheim, City of Azusa, City of Banning, City of Burbank, City of Cerritos, City of Colton, City of Glendale, Imperial Irrigation District, City of Pasadena, City of Riverside, City of Vernon and the Los Angeles Department of Water and Power (LADWP). In February SCPPA requested bids for green energy to meet future power needs and enable members to reduce reliance on coal-fired power. The four companies sponsoring the project plan to formally submit their proposal to SCPPA by early 2015.

As proposed, the 2,100-MW wind farm will be built about 40 miles north of Cheyenne, Wyoming by Pathfinder Renewable Wind Energy at an estimated cost of approximately $4 billion.

The energy storage site is located near Delta, Utah. The CAES facility will utilize four salt formations with a storage volume of approximately 41 million cubic feet and a capacity of about 1,200 MW. Air will be compressed into the underground storage formations, and the compressed air will power turbines when power is needed. The proposed $1.5 billion facility will be built by Pathfinder, Magnum Energy, and Dresser-Rand.

The high-voltage electric transmission line is proposed by Duke-American Transmission, a joint venture between Duke Energy's unregulated division and American Transmission Company, together with three other energy companies. The new 525-mile line will transport the Wyoming wind farm's electricity to the Utah energy storage facility and is estimated to cost about $2.6 billion. An existing 490-mile electric transmission line that crosses Utah, Nevada and California will be used to transport electricity from the CAES facility to the Los Angeles area.
