Dominion Announces Plans to Construct 1,600-MW Natural Gas-fired Power Plant in Virginia
LCG, April 8, 2015--Dominion Virginia Power recently announced its proposal to construct a 1,600-MW natural gas-fueled power station in Greensville County, Virginia. The facility, which is estimated to cost of over $1 billion, is scheduled to commence operations in 2019. The additional electric generating capacity is needed to serve the growing electric demand in the region.
Dominion Virginia Power plans to submit its application for a Certificate of Public Convenience and Necessity (CPCN) to the State Corporation Commission (SCC) in July. Construction would begin in mid- 2016, subject to SCC and environmental approvals.
Last November Dominion issued a request for proposals (RFP) to begin delivery of electricity in the 2019/2020 timeframe. After evaluating the proposals, Dominion decided that constructing the power station in Greensville County would be the most beneficial to its customers.
The proposed combined-cycle facility design calls for three gas-fired combustion turbines and a steam turbine. The facility will be built on an 1,143-acre site that straddles the Greensville/Brunswick County line, with 740 acres in Greensville County. The applications also seek to have the site approved for the construction of a future large-scale solar project.
Natural gas delivery to the new power plant will be via a Williams' Transco pipeline extension to the site and the proposed Atlantic Coast Pipeline (ACP) that will cross the station property when that pipeline is built. The two interconnections are desired so as to improve operational reliability by providing flexibility and redundancy in procuring the station's fuel supply and providing fuel supply diversity.
Dominion is already constructing a 1,300-MW combined-cycle power station in Brunswick County that is approximately 58 percent complete.
