PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Duke Energy to Hold Groundbreaking Ceremony for 1,640-MW Combined-Cycle Plant in Florida

LCG, February 29, 2016--Duke Energy announced that it will host a groundbreaking ceremony on March 2 for the new 1,640 MW combined-cycle natural gas plant. The new electric generating facility will be constructed at a site contiguous to Duke Energy's Crystal River Energy Complex (CREC) located near Crystal River in Citrus County, Florida.

The new capacity from the project will in part replace generation from planned plant retirements, including two coal-fired units with a combined capacity of nearly 1,000 MW at the CREC.

The combined-cycle project includes two power blocks, with one block scheduled to commence operations in the spring of 2018, and the other by the end of 2018.

Duke Energy selected Mitsubishi Hitachi Power Systems, Ltd., as the manufacturer of the four G-series combustion turbine generators, which will be manufactured in Savannah, Georgia. Each power block will have an electric generating capacity of 820 MW.

Duke Energy Florida's president stated, "Building highly efficient natural gas plants is part of Duke Energy's balanced approach to meeting future demand for reliable and increasingly clean electricity. Since 2008, we have reduced our air emissions by nearly 80 percent and our carbon footprint by 15 percent. This state-of-the-art, highly-efficient plant will help us further reduce carbon emissions."

The new Citrus County combined-cycle facility will receive natural gas through a new pipeline Sabal Trail Transmission is constructing. The $3-billion pipeline will connect to the Transco pipeline in Alabama and extend through Georgia and end in Central Florida. Earlier this month, Sabal Trail Transmission, LLC, a joint venture of Spectra Energy Partners, LP, NextEra Energy, Inc., and Duke Energy, received a certificate of public convenience and necessity (CPCN) from the Federal Energy Regulatory Commission (FERC) to construct and operate the Sabal Trail interstate natural gas pipeline project, with a target in-service date of May 1, 2017.

The Florida Public Service Commission approved Duke Energy's determination of need petition to construct the combined-cycle facility in October 2014. In September 2015, the project received all regulatory approvals and permits to move forward, including site certification from the Florida Department of Environmental Protection, wetlands permit from the U.S. Army Corps of Engineers and various other permits and approvals. The project's engineering, procurement and construction (EPC) contractor, Fluor, started clearing the land in late 2015.
