ESC Files Application with FERC for the Empire State Connector "HVDC" Transmission Project

LCG, April 27, 2016--Empire State Connector Corp. (ESC) announced yesterday that it has filed an application with the Federal Energy Regulatory Commission (FERC) for authority to negotiate agreements with customers for transmission service on a 260-mile long high voltage direct current (HVDC) electric transmission line designed to deliver 1,000 MW of energy and capacity directly into New York City from generating sources located in upstate New York. ESC has assumed the full market risk for the $1.5 billion construction cost so at to cause no negative impact on ratepayers. The project is scheduled to be in-service in 2021.

ESC plans to conduct a solicitation later this year to subscribe capacity on the Empire State Connector, and it anticipates that it will file its Article VII application with the New York State Department of Public Service by year end.

ESC is wholly-owned by Forum Equity Partners and oneGRID Corp., the project developer. The transmission line will start in upstate New York near Utica, where a converter station will be installed at the Marcy substation. At the converter station, the energy is converted from AC to DC and transmitted via two six-inch diameter non-fluidized solid-state cables over 260 miles directly into the heart of New York City, where the energy is then converted back to AC and injected into the grid. The energy physically delivered will qualify as "in-city" generation by the New York Independent System Operator, Inc. (NYISO).

The proposed HVDC transmission cables will be routed primarily underwater in the Erie Canal and Hudson River and underground, where necessary, to avoid any visual impact.

ESC's Chief Executive Officer stated, "Our strategic location and innovative, low impact route will "unlock" upstate renewable and zero emission generators helping New York State achieve its ambitious goal of 50 percent renewable generation by 2030. The world is taking notice how serious New York is about climate change and economic development."

The Empire State Connector will be built under a Project Labor Agreement (PLA) using New York State construction workers and labor unions affiliated with the New York State Building Trades.
