LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

TransWest Express Transmission Project Receives Approval from BLM
LCG, December 14, 2016--The Bureau of Land Management (BLM) has signed its Record of Decision approving the TransWest Express Transmission Project (TWE), a high-voltage, direct current (HVDC) electric transmission system being developed by TransWest Express LLC to deliver renewable energy primarily generated from wind farms developed in Wyoming to load centers in Southern California. The proposed transmission infrastructure additions will add 3,000 MW of transmission capacity from a Rocky Mountain regional terminal in south-central Wyoming to a Southwest terminal near Las Vegas, Nevada, which provides interconnections to the California, Nevada and Arizona grids.
The executed BLM Record of Decision (ROD) completes the Environmental Impact Statement (EIS) process and approves issuing a right-of-way (ROW) grant for the TWE Project on BLM-managed land, which accounts for approximately 60 percent of the 730-mile route.
The TWE Project Final EIS was published May 1, 2015. BLM and Western Area Power Administration (WAPA) prepared the document as joint lead federal agencies. TransWest's ROW application for the TWE Project was filed with the BLM eight years ago on December 12, 2008. The Draft EIS was published July 3, 2013.
The president and CEO of TransWest, an independent transmission developer, stated, ?The Western U.S. needs new interregional transmission infrastructure like the TWE Project, which will allow California and other Desert Southwest utilities to directly access high-capacity Wyoming wind to balance and diversify their generation portfolios in a cost-effective manner?.Today?s important federal permitting milestone further advances the TWE Project?s progress and brings this critical infrastructure project one step closer to construction ? creating employment opportunities across the West."
The project is estimated to require a three-year construction period.
At the southwest terminal where the renewable energy is delivered, the receiving states, Nevada, Arizona and California, all have renewable portfolio requirements with increasing targets for renewable energy. California?s Renewables Portfolio Standard (RPS), originally established by legislation enacted in 2002, now sets a requirement for California?s electric utilities to have 50 percent of their retail sales derived from eligible renewable energy resources in 2030 and all subsequent years.
Nevada established an RPS as part of its 1997 restructuring legislation. Under the amended standard, NV Energy (formerly Nevada Power and Sierra Pacific Power) must meet a requirement of 25 percent by 2025. The Arizona Corporation Commission (ACC) has expand Arizona?s Renewable Energy Standard (RES) to 15 percent by 2025.
