NRC Accepts TVA?s Early Site Permit Application At Clinch River Site for Small Modular Reactor

LCG, January 13, 2017--The Nuclear Regulatory Commission (NRC) yesterday announce that it has accepted for review the Early Site Permit (ESP) application for the Clinch River site near Oak Ridge, Tennessee. The Tennessee Valley Authority (TVA) submitted the application and associated information in May 2016.

TVA is seeking resolution from the NRC of safety and environmental issues related to constructing and operating a next-generation, small modular reactor (SMR) at the 1,200-acre site located approximately five miles southwest of Oak Ridge.

When the application was submitted last May, TVA's Chief Nuclear Officer stated, "This submittal is a key milestone for our company and the nuclear industry. TVA is the first in the industry to submit any type of application related to SMRs to the NRC. It's a significant event for us as we continue exploring potential SMR technology as a way of expanding our diverse portfolio to ensure a safe, reliable supply of energy for those we serve."

The NRC will use the application to review site safety, environmental and emergency preparedness requirements for potential construction of the nuclear power project. Accepting the application for review, or "docketing" the application, does not indicate whether the Commission will approve or reject the request.

Similarly, TVA submitted the application on the next-generation technology prior to making any potential construction decision. Initiating the application process helps TVA create clean energy options and the Department of Energy (DOE) to support licensing and siting requirements for U.S.-based SMR projects and accelerate the development of SMRs. The application and subsequent work on the review and approval process is co-funded under an Interagency Agreement between TVA and the DOE.
