LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Massachusetts Utilities Issue RFP for 400 MW of Offshore Wind Power
LCG, July 7, 2017-- Massachusetts utilities, in coordination with the Massachusetts Department of Energy Resources (DOER), last Friday jointly issued a Request for Proposals (RFP) for long-term contracts for offshore wind energy projects. The RFP calls for bidders to offer from a total of 400 MW of offshore wind energy capacity to up to approximately 800 MW. The RFP was issued as a result of Massachusetts' new Energy Diversity Act, which was signed by the Governor in August 2016.
The utilities issuing the RFP are Eversource, National Grid and Unitil. Likely participants in the RFP process are Deepwater Wind, Bay State Wind, and Vineyard Wind. The proposal submission deadline is December 20, 2017.
This initial solicitation by the utilities is part of a staggered procurement schedule designed with the DOER so as to achieve cost-effective contracts for offshore wind power consistent with the Energy Diversity Act goals.
The Energy Diversity Act states that, "The distribution companies may conduct one or more competitive solicitations through a staggered procurement schedule developed by the distribution companies and the department of energy resources; provided, that the schedule shall ensure that the distribution companies enter into cost-effective long-term contracts for offshore wind energy generation equal to approximately 1,600 megawatts of aggregate nameplate capacity not later than June 30, 2027; and provided further, that individual solicitations shall seek proposals for no less than 400 megawatts of aggregate nameplate capacity of offshore wind energy generation resources."
In addition to the 1,600 MW of offshore wind power capacity, the Energy Diversity Act requires utilities to competitively solicit and contract for approximately 1,200 MW of clean energy generation ??? base load hydropower, onshore wind and solar supported by hydropower, standalone onshore wind, solar, or other Class I renewable resources.
