Bay State Wind Submits Proposal for Offshore Wind Project
LCG, December 20, 2017--Bay State Wind, the partnership between Orsted (formerly DONG Energy) and Eversource, today submitted their bid in response to the State of Massachusetts's first RFP for offshore wind energy generation.
Massachusetts utilities, in coordination with the Massachusetts Department of Energy Resources (DOER), jointly issued a Request for Proposals (RFP) for long-term contracts for offshore wind energy projects at the end of June 2017. The RFP calls for bidders to offer from a total of 400 MW of offshore wind energy capacity to up to approximately 800 MW. The Massachusetts utilities issuing the RFP are Eversource, National Grid and Unitil. In addition to Bay State Wind, other responses are anticipated. The proposal submission deadline is December 20, 2017.
The proposed offshore wind project site is approximately 25 miles off of New Bedford, Massachusetts. The U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM) in July approved Bay State's site assessment plan (SAP) for its offshore wind project. The proposal includes a 55 MW battery storage system (BESS). The BESS would be installed at a planned, onshore substation in Somerset, where the project will deliver its energy to the grid.
Orsted's President of North America stated, "Bay State Wind is the most experienced, dependable partner to help Massachusetts realize its ambitions of becoming the hub for offshore wind development in North America. The partnership between Orsted and Eversource brings together local experience, international expertise and unbeatable financial strength. This project is poised to be the most technologically advanced offshore wind farm providing energy at the lowest cost to consumers, all while bringing significant environmental and community benefits."
In August 2016, the Governor of Massachusetts signed into law the Energy Diversity Act that requires utilities to competitively solicit and contract for approximately 1,200 MW of clean energy generation - plus the procurement of approximately 1,600 MW of offshore wind power. The schedule calls for "not later than June 30, 2017, every distribution company shall jointly and competitively solicit proposals for offshore wind energy generation; and, provided, that reasonable proposals have been received, shall enter into cost-effective long-term contracts."
